MY criteria for Level 3 puzzles is that the highest technique required is a Single Line Elimination SLE.
For example in the Jan 29 puzzle below (PB Post 2014 01 29) notice that in Group 4, there only 1's that are possible are all in Column A. They are in a "single line". This means you can eliminate the 1's in Column A from Group 7.

Users may solve without using methods found by this writer. I assume Level 3 users easily find naked and hidden singles. I note here some of "Single Line Eliminations" that I found AFTER exhausting the naked and hidden singles. In practice, a user might have found these sooner.
This was a pretty stubborn puzzle!
(With 45 remaining) in Column I, eliminate 1's; In Column , eliminate 2's and 4's.
In Column F, after eliminating 4's, you are left with F9 = 5.
(With 43 remaining) In Column C, eliminate 2's; In Column A, eliminate 5s;
In Col F, eliminate 6s results in F7 = 8. Finish comes sort of quickly after that.

two hidden 2s,
two hidden 4,
a hidden 9, a hidden 2, a hidden 7
three hidden 8s
then four naked singles show up.
Then look for an 8, then a 1, then a 6.
As usual, the puzzle can be made simpler by employing Single and Double line eliminations, but they are not required.
